During a 1994 reorganization, the Rhode Island Justice Commission
clearly divided activities related to grant programmatic and fiscal
administration. At that time, the State Office of Management and
Administrative Services (OMAS), began to provide the RIJC with external
financial administrative support. In late 1996, the fiscal
administrative responsibilities for the RIJC transferred to the Central
Business Office of the Department of Administration. This transition has
been smooth as the same individual continues to provide fiscal support.
In fact, the system of grant program and fiscal administration has
improved and collaboration enhanced due to the closer physical proximity
of the two offices. The Central Business Office develops the Rhode
Island Justice Commissions state operating budget which is complicated
by the millions of grant dollars awarded to state, municipal and
private, non-profit agencies. Staff at the Central Business Office
creates and monitors fiscal accounts for all RIJC grants, processes
payments to sub-grantees, provides periodic accounting of the various
grants, accompanies RIJC personnel on selected site visits, and prepares
quarterly and annual financial report for submission to the federal
Office of the Comptroller. |
